Brussels is not a province but a region, made up of nineteen communes, and that administrative quirk has very concrete accounting effects. A business in Ixelles and another in Overijse, a few hundred metres apart, do not fall under the same employment aid, the same investment grants or the same registration duties. Choosing where to establish is therefore no formality, and it is the first question a Brussels accountant sees arrive.
A regional competence that weighs
Since the last state reforms, a large share of what touches a business is regional: hiring aid runs through Actiris rather than VDAB or Forem, investment grants fall to the Region, and registration duties on commercial leases and property follow Brussels scales. On top of that sit municipal taxes that each of the nineteen communes sets on its own (on office floor space, on signage, on premises) which no national tool computes automatically.
An unusual economic fabric
The capital concentrates three client bases rarely found together elsewhere. First the non-profit sector: the density of associations, federations and interest representations is the highest in the country, carried by the presence of the European institutions, with the mixed VAT and subsidy questions that follow. Then services and consulting, largely made of one-person companies and independent consultants. Finally hospitality and retail, whose seasonality and thin margins make a terrain where a cash-flow mistake is paid for quickly.
The language question is real
Brussels is officially bilingual French and Dutch, and the tax administration accepts both, but a company must stick to the language of its place of business for its deeds and its annual accounts. Added to that is a population of international entrepreneurs who speak neither. A Brussels practice therefore often works in three languages, and that counts for more here than elsewhere: the return is filed in one language, but the explanation has to be given in the owner's.
A great many very small structures
The share of one-person companies and part-time self-employed is high, which shifts the accounting work: less volume per file, but more questions of status, when to incorporate, how to take money out between salary and dividend, at what point a side activity becomes a main one. These are trade-offs decided on projections, and the moment to raise them is the first meeting, not the year-end.
