VSDC-fb, in full the Vlaams Studie- en DocumentatieCentrum voor vzw's, is a non-profit association at number 166 Lauwestraat in Wevelgem, near Kortrijk. It is approved by the ITAA under number 50.816.579 and presents itself as a reliable adviser to non-profit associations on accounting and tax. Its team works every day for the thousands of volunteers and associations in Flanders, with a clear aim: to strengthen Flemish associative life. The association works with members, who can apply for membership through the website, and is open Monday to Friday.
The team brings together staff with tax or accounting expertise, including bookkeepers and an assistant bookkeeper. Their work includes processing accounting files, advisory meetings with members and on-site visits to the client association. The website explains the legal framework in detail: the Code of Companies and Associations distinguishes micro, small and larger non-profits. A small non-profit meeting certain conditions can keep simplified accounts following a statutory model and file its accounts with the registry of the enterprise court; otherwise it keeps double-entry accounts and files with the National Bank.
On tax, VSDC-fb supports associations with the three taxes that concern them most. The first is legal entities tax, or corporate income tax when the association carries out a profit-making activity. The second is VAT, including whether the association is liable. The third is the annual tax on non-profits, the so-called asset tax. The website sets out the rules, exceptions and examples, and notes that some associations may also face taxes on licensed premises or on gaming and betting.
Services are offered at published hourly rates, excluding VAT. Full double-entry bookkeeping, administrative accounting work, guidance and training cost 72 euros per hour. Reviewing and checking accounts, balance sheet analysis compared with previous years, tax audits and defence, and preparing the annual accounts cost 95 euros. Non-standard advice costs 100 euros, as does on-site advice, with a minimum of two hours plus mileage.
The association publishes a great deal of news useful to non-profits: quarterly and annual mileage allowance amounts, including for volunteers travelling on the association's behalf, indexed flat rates for volunteering and amateur arts allowances, the annual ceiling for associative work, higher publication costs in the Belgian Official Gazette and deadlines for legal entities tax returns. It asks members to get in touch in good time for that return and also runs seminars and an FAQ.
