VACCOUNT

VACcount is the accounting and administrative service of the Flemish Agricultural Centre, based on Burgemeester Maenhautstraat in Merelbeke, in East Flanders. Its distinguishing feature is unique in this directory: it works exclusively for farming and horticultural businesses. The organisation sums up its mission in three words it uses as a heading: administration, advice and representation for agricultural entrepreneurs.

That specialisation changes the nature of the accounting work. A farm does not keep its books like a services company: it falls under its own farm management accounting regime, whose results feed the agricultural monitoring network, and its result depends on living stock, standing crops and fixed assets whose depreciation follows particular rules.

Agricultural taxation also follows a distinct regime. The farming flat-rate scale, the spreading arrangements for an exceptional harvest and the treatment of European support have no equivalent elsewhere. To that is added VAT, whose special scheme for farmers is a subject in its own right. A generalist office meets those questions rarely; this one meets nothing else.

The administrative strand reaches well beyond accounting. The organisation handles permit applications, investment grant files, declarations tied to agri-environmental measures and compensation after weather damage. It publishes a calendar of the sector's deadlines, with dates for proof of completion, compensation claims and damage reports, none of which exist in the ordinary tax calendar.

A research unit completes the arrangement and publishes its analyses. That monitoring role is decisive in a sector where regulation changes quickly and where a change to a nitrogen or water quality action plan feeds into the farm's accounts the following year. The organisation also supports the starting, development and transfer of a farm business.

A final point on seasonality, which sets this trade apart from every other in this directory. A farm's result is not built linearly: it depends on a harvest, on a world price and sometimes on a weather event. Tax law takes account of that through spreading mechanisms allowing exceptional income to be divided across several years, and through compensation schemes after a disaster. Those arrangements do not apply automatically: they require an application, within a deadline, with supporting documents. That is exactly the kind of deadline the calendar published by the organisation lists.

A client portal allows files to be followed, and the organisation uses Yuki for accounts production. Communication is in Dutch, the working language of the Flemish farming sector. For a farmer or grower, the value lies in bringing accounting, the tax file, permits and grant applications together in one place, four subjects an owner would otherwise have to coordinate between providers who do not know the sector in the same way.
